How it happens

Too many attempts to the same number. Very short average call length. A high ratio of unanswered calls. Carriers score all three, and once the score tips, the handset shows a warning and people stop picking up.

Cap attempts per number per day. Respect calling windows. Register the caller ID where the country requires it. And stop dialling numbers that have asked you not to — which is a legal duty anyway, and is enforced here in the dialplan rather than only in the app.
