What the claim means

In most cases it means a number from a pool the vendor already holds, in a country with light regulation, on an account that has already passed checks. That genuinely can be quick.

What it does not cover

Documented KYC on your business. A carrier that will accept you. Caller-ID registration, without which a US number gets marked as spam and stops being answered. Porting an existing number, which is weeks.
