The format

The UAE country code is +971. Domestic numbers are written with a leading zero — 050 for one of the mobile ranges, 04 for Dubai landlines — and that zero is dropped in international form.

So a Dubai landline written locally as 04 XXX XXXX is +971 4 XXX XXXX.

The part that matters more than the format

Telecoms in the UAE is actively regulated by the TDRA, and both voice-over-IP services and unsolicited marketing calls are areas where the rules are real and enforced.

Before running outbound into the UAE, check current TDRA guidance rather than assuming what worked in another market transfers.
